Description: This course describes some of the foundational knowledge needed to be successful in public procurement, and is divided into two modules. The first module, "Foundations of Public Procurement", discusses the core elements of the profession. This includes defining procurement, its value, and role within government. Furthermore, this module will explore the influence of statutes, regulation, policies and the overall structure of the procurement office. Finally, you will learn about the importance of ethical standards within procurement.

The second module, "The Procurement Process", discusses the various steps of the procurement process. Cronin Awards 2019: Massachusetts Uses Vendor Report Information System for Meaningful Analytics

The Michigan Central Procurement Services developed a proactive Contract Management program to ensure greater contract compliance, with both internal and external stakeholders. The assessment of existing practices was performed by an outside firm and recommendations were made on an enterprise-wide scale. Tools were implemented such as a Contract Management Team, Contract Monitoring Plan, interactive dashboards, SLAs, and metric performance reports. The focus on proactive Contract Management has improved the quality of goods and services, clarified roles, avoided unnecessary costs, and resolved contractual matters quickly.

Cronin Awards 2019: Michigan Circumventing Risk with Unique Contract Management

Minnesota’s challenge-based RFP transforms the procurement process by introducing flexibility, while still preserving fair and open competition. Rather than narrowly-defined criteria, the RFP lists broad goals and invites responders to submit a solution that fits within those goals. This approach has allowed the Minnesota Department of Transportation to obtain cutting-edge technology related to connected and automated vehicles quickly and efficiently. Cronin Awards 2021:  Training for Competition:  Georgia DOAS Small Business Procurement Readiness Workshop

In evaluating its internship program, Arizona discovered that there was a significant disconnect between what the State and what the interns viewed as the main goal of the program. Seeing this disparity, Arizona revamped its program to ensure a more meaningful experience which creates better-qualified candidates for future hiring of these young professionals. &nbsp;Arizona developed a series of soft skills and professionalism training including role-playing the full procurement process. The intern program has helped State Procurement realize savings in three areas: Recruitment, Onboarding, and Conversion Cost. Before the revamp, the state would receive about 40 applications for intern positions and a handful of students at the state’s presentations. Now, Arizona receives over 100 applications to each new position listed and over 40 attendees at presentations.Learning Objectives:1. Cronin Awards 2021: Developing the Next Generation of Procurement Professionals:  Arizona’s Internship Program
